What is Baltimore County's Comprehensive Zoning Map Process (CZMP)?
The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code and listed below. Any citizen may request a zoning change on any property in the County. The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final Log of Issues, with the County Council enacting legislation for each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties which were not issues is re-enacted without change.

CZMP 2024 Timeline (Schedule)
The Comprehensive Zoning Map Process (CZMP) begins in August of 2023 and is finalized in September of 2024 with the County Council vote. The timeline and major steps in the process are outlined below. Public input opportunities post filing windows are noted in bolded italics.
 
AUGUST 14, 2023 THROUGH AUGUST 31, 2023
An early online application period begins on August 14, 2023 through August 31, 2023  for filing an online application. After the application is filed the Planning Department will contact the applicant to meet and map the zoning request.
 
SEPTEMBER 1, 2023 THROUGH OCTOBER 15, 2023
Public filing period begins on September 1, 2023 and will end on October 15, 2023. The public will be able to file an online application and meet with the Planning Department to map the zoning request. The application is not complete until the zoning request is mapped.
 
OCTOBER 1, 2023 THROUGH OCTOBER 31, 2023
The Planning Board and Department of Planning can raise a zoning request from October 1, 2023 though October 31, 2023.
 
NOVEMBER 1, 2023 THROUGH NOVEMBER 30, 2023
The County Council can raise a zoning request from November 1, 2023 though November 30, 2023.
 
DECEMBER 1, 2023 THROUGH JANUARY 31, 2024
County agencies will review the zoning requests and provide an agency comment for each request. The Department of Planning will review the zoning requests and provide a staff report for each request.
 
FEBRUARY 1, 2024 THROUGH FEBRUARY 29, 2024
Planning Board public hearings will be held in the month of February. Each Council District will have a hearing date. Citizens may sign up to speak about issues in each Council District. Council 2's meeting is on 2/8/2024 at Pikesville High School.
 
MARCH 1, 2024 THROUGH MARCH 31, 2024
The Department of Planning will review the zoning requests and provide a recommendation for each request.
 
APRIL 1, 2024 THROUGH APRIL 30, 2024
Planning Board work sessions will be held in the month of April. The sessions are open to the public. No public input will be heard during the work sessions. The Planning Board will review the zoning requests and provide a recommendation for each request.
 
JUNE 1, 2024 THROUGH JUNE 30, 2024
The County Council public hearings will be held in the month of June. Each Council District will have a hearing date. The citizens may sign up to speak about issues in each Council District.
 
JULY 1, 2024 THROUGH SEPTEMBER 16, 2024
The County Council will review each zoning request and make a final decision.
 
BEFORE SEPTEMBER 16, 2024 
The County Council will make a final vote before September 16, 2024 to decide the zoning for every issue.
 
NOVEMBER 2024 THROUGH JANUARY 2025
The official zoning maps will be produced.
